The expanded facility would normally require 80 acres for its layout. To minimize the negative environmental impact on the shoreline and gain space for mitigation, the footprint of the plant layout was reduced to 32 acres by compacting the facilities, and lidding the HPO basins with a landscaped cover.

Existing maintenance, solids-handling, and effluent buildings were demolished to improve site utilization. Larger structures were tucked into the hillside to minimize the 3-story height perception of the plant from the shoreline. The administration building and the portal/pedestrian bridge at the perimeter wall were built lower to blend with Discovery Park and shoreline topography.
